It is imperative that you, as an investor in the BID, are assured your money will be spent wisely and that the BID plans are delivered effectively if the vote is successful.
Barnstaple Town Centre Management is to be formed as a Company Limited by Guarantee and as the promoter of the BID, if successful, the Board of Directors will have overall legal responsibility for it.
To ensure those paying the levy have a say in how the scheme is managed and operated, a Steering Group will be established to represent the interests of the levy payer. The members of this group will be elected from and by those businesses liable for the BID levy. It is envisaged this group would meet on a monthly basis to monitor progress and direct the overall delivery of the plan.
A regular newsletter will be sent out to every levy payer giving up to date information about the BID. All levy payers will be invited to an annual meeting to receive a presentation of a review of BID services and expenditure.
We will be setting out agreements base-lining the current level and extent of service provision in the Barnstaple BID area provided by the public authorities.
It is crucial to understand thata BID is absolutely not designed to subsidise or replace any services that are already covered by your existing contribution to the local councils through Business Rates.
The baseline agreements will set out the service provision in Barnstaple provided by the local authorities and will detail the level, scale, frequency and extent of that service provision.
This will make clear the level of service that will be provided by the public authorities (regardless of whether a BID is implemented or not) and show (where applicable) where any additional services provided by the BID will start.
